Pursuant to the Texas Public Information Act, I request records sufficient to show all legal fees, attorney fees, litigation expenses, appellate expenses, and related defense costs incurred in connection with the following matters:
1. U.S. District Court, Western District of Texas, Civil Action No. 5:25-cv-01355, Kevin Samuelson v. Comal Independent School District, et al.; and
2. U.S. Court of Appeals for the Fifth Circuit, Appeal No. 26-50404, including all appellate proceedings arising from Civil Action No. 5:25-cv-01355, and any subsequent remand or related proceeding arising from the same litigation.
Please include all amounts billed, approved, paid, reimbursed, advanced, incurred, or outstanding, regardless of whether payment was made directly by Comal ISD or by Sedgwick CMS, an insurance carrier, risk pool, third-party administrator, or any other person or entity on behalf of or for the benefit of Comal ISD, its Board of Trustees, Superintendent, Board President, employees, or officials.
Responsive records should include attorney fee bills and invoices; appellate legal bills; payment and claim ledgers; check, ACH, or other payment records; accounts-payable records; insurance or claims-payment summaries; loss runs or claim ledgers reflecting legal-defense expenses; purchase orders; engagement agreements; contracts; amendments; rate schedules; and records showing any deductible, self-insured retention, reimbursement, contribution, or other amount paid or owed by Comal ISD in connection with these matters.
This request includes records for any attorney, law firm, appellate counsel, consultant, expert, or other outside professional retained in connection with the district-court litigation or Fifth Circuit appeal.
For each charge or payment, please provide records sufficient to identify the date, amount, payee, payer or funding source, invoice or claim number, matter or case reference, and payment status.
I am not requesting disclosure of privileged attorney-client communications. Privileged narrative portions of attorney fee bills may be redacted where legally applicable; however, please produce the remaining nonprivileged billing, fee, expense, and payment information.
