âś… HB 4395: Streamlining Texas bond approvals through digital filing

What it says it does:
HB 4395 updates how Texas handles the approval of public securities, like city and school bonds. It moves the submission and review process from paper to electronic filings with legally recognized e-signatures.

What it actually changes:
Starting January 1, 2026, all bond paperwork must be sent to the Attorney General’s office electronically, and approved documents will be delivered to the Comptroller in the same format. The Attorney General can also set additional electronic submission procedures as needed.

Rep. Chris Turner (D–HD101) authored the bill, with Sen. Royce West (D–SD23) carrying it in the Senate. Witnesses in support included McCall, Parkhurst & Horton LLP (a bond counsel firm), Statehouse Consultants, and the City of Irving.
