🟡 SB 1555: New state grants for local rail crossings

What it says it does:
SB 1555 sets up a state grant program for cities and counties to build overpasses or underpasses where railroads cross local roads or pedestrian routes. The goal is to improve public safety and reduce delays at train crossings.

What it actually changes:
Local governments can apply for grants, but they must cover at least 10 percent of total project costs from non-state sources. The Texas Transportation Commission must approve each grant, and TxDOT will manage contracting and oversee construction once a grant is accepted. The State Highway Fund cannot be used for these projects.

Who is pushing for it:
Support came from TxDOT leadership, transportation and engineering groups, business coalitions, labor and public safety organizations, major rail companies, and municipal and county associations.

Who benefits:

Who gets left out or exposed:
Rural or smaller communities that cannot raise the 10 percent match may not qualify. Local elected boards lose some control over vendor selection and project timing once TxDOT takes over management.

Why this matters long term:
The bill improves safety but also centralizes control of local projects under TxDOT. It introduces a “gifts and grants” clause that allows outside donations, which could steer projects toward regions with more political or donor influence.

The Commission must create program rules by October 2025. Key questions include whether the rules will include transparency, equity standards, and rural access protections.

Bottom line:
