🟡 SB 869: Ethics complaint deadline, pause allowed only during litigation

What it says it does:
Set a firm 120 day deadline for the Texas Ethics Commission to resolve a sworn complaint, and allow the clock to pause only while there is an active lawsuit about that complaint.

What it actually changes:
Removes the Commission’s ability to pause the clock using its own rules for routine delays, limits tolling to the period of actual litigation on the complaint, applies prospectively to complaints filed on or after September 1, 2025.
