🟡 SB 1759: New emergency powers for oil and gas

What it says it does:
SB 1759 lets the Railroad Commission declare an oil or gas emergency and allows private companies to step in quickly without worrying about lawsuits.

What it actually changes:
The executive director can issue a proclamation that grants civil immunity to companies and people who provide help at the request of government officials. They cannot be sued for ordinary negligence, only for gross negligence or intentional misconduct.
